Descripción Relations between Panama and the United States have been conflictive since the first days of the implementation of the Hay-Bunau Varilla Treaty. On June 24, 1904, the United States government implemented the Dingley tariff, which took away the ports of Cristóbal and La Boca from the Republic of Panama. In this sense, it established post offices and customs that harmed Panamanian trade. From then on, Panama’s struggle has always been arduous and constant and has not yet ended, even though 25 years ago Panama received the Canal. This investigation analyzes the origins of the Dingley tariff and its repercussions for Panamanian society. The Panamanian protests and the signing of the Taft agreement as a temporary measure, while the work on the Canal was being completed. It also explains that, in 1923, the United States Secretary of State requested its elimination because the canal had already been opened to world trade and the reactions of the Panamanian government at that time.
Descripción Las relaciones entre Panamá y Estados Unidos han sido conflictivas desde los primeros días de la puesta en ejecución el tratado Hay-Bunau Varilla. El 24 de junio de 1904 el gobierno de Estados Unidos puso en ejecución la tarifa Dingley que le quitó los puertos de Cristóbal y La Boca a la República de Panamá. Los mismo fueron incorporados al área en donde se construía el Canal y allí se instalaron correos y aduanas que perjudicaban al comercio panameño. A partir de ese momento se inició la lucha de Panamá para reafirmar su soberanía en ese territorio. La misma ha sido ardua y constante y todavía no termina, pese a que hace más de 25 años que Panamá recibió el Canal. Esta investigación analiza los orígenes de la tarifa Dingley y sus repercusiones para la sociedad panameña, las protestas panameñas y la firma del convenio Taft como medida transitoria, mientras culminaban los trabajos del Canal. También se explica que, en 1923, el secretario de Estado de Estados Unidos solicita su eliminación porque el canal ya había sido abierto al comercio mundial y las reacciones del gobierno panameño en esa oportunidad.
