Descripción Title IX of the Political Constitution, which deals with Public Finance, in Chapter 3, establishes the Office of the Comptroller General of the Republic in articles 279 and 280, which indicate the characteristics, functions, and requirements for designating and appointing the Comptroller and Deputy Comptroller General of the Republic. Regarding the requirements, we can see that article 279 states that there will be an independent state body, called the Office of the Comptroller General of the Republic, whose direction will be in charge of a public official called the Comptroller General, assisted by a Deputy Comptroller, who will be appointed for a term equal to that of the President of the Republic, during which they may not be suspended or removed except by the Supreme Court of Justice, pursuant to causes defined by law. Both will be appointed to take office on January 1, following the beginning of each ordinary presidential term. Likewise, it is indicated that to be Comptroller and Deputy Comptroller General of the Republic, it is required to be a Panamanian citizen by birth, have a university degree and be thirty-five years of age or older and not have been convicted of an intentional crime with a prison sentence of five years or more, by a final judgment issued by a court of justice.
Descripción Dentro del título IX de la Constitución Política que trata sobre La Hacienda Pública, en el capítulo 3, se encuentra instituida la Contraloría General de la República en los artículos 279 y 280, en donde se indican las características, funciones y requisitos para la designación y nombramiento del Contralor y del Subcontralor General de la República. En cuanto a los requisitos, podemos observar que en el artículo 279 se señala que habrá un organismo estatal independiente, denominado Contraloría General de la República, cuya dirección estará a cargo de un funcionario público que se denominará Contralor General, secundado por un Subcontralor, quienes serán nombrados para un período igual al del Presidente de la República, dentro del cual no podrán ser suspendidos ni removidos, sino por la Corte Suprema de Justicia, en virtud de causas definidas por la ley. Ambos serán nombrados para que entren en funciones a partir del primero de enero después de iniciado cada período presidencial ordinario. De la misma manera, se indica que para ser Contralor y Subcontralor General de la República se requiere ser ciudadano panameño por nacimiento, tener título universitario, treinta y cinco años o más de edad y no haber sido condenado por delito doloso con pena privativa de la libertad de cinco años o más, mediante sentencia ejecutoriada, proferida por un tribunal de justicia.
